01. Microsoft Edgeを標準ブラウザにして、pgAdmin4をインストール
02. セットアップ後、OS再起動
03. Windows再起動後pgAdmin4を起動

で動作しています、タブを追加して、アドレスを指定すれば、複数でも動作しています。
IE11を起動して、http://127.0.0.1:49703/browser/とすると、下記エラー(標準で使用するブラウザの有効?)

08. 再度、Windows再起動後pgAdmin4を起動
Fatal Error
The application server could not be contacted.
09. C:\Program Files (x86)\pgAdmin 4\v3\runtime\pgAdmin4.exe
を管理者権限で、実行
10. 起動成功
一度起動すると、アイコンから、起動できる
11. 再度、Windows再起動後pgAdmin4を起動(英語版は起動)
12. 日本語化して、Windowsを再起動
